European student finance UK rules changed completely after Brexit. If you are an EU, EEA or Swiss national starting a course in England from August 2021 onwards, you can only get UK student finance if you have status under the EU Settlement Scheme, or you fall into a specific exception such as being an Irish citizen. Without that status, you are generally treated like any other international student: no loans and international-level fees.

The detail most EU students miss is the difference between settled and pre-settled status. In England, settled status usually unlocks both the Tuition Fee Loan and the Maintenance Loan. Pre-settled status often unlocks only the Tuition Fee Loan, which leaves your living costs to fund yourself.

This is a summary to help you work out where you probably stand. Your exact entitlement depends on your residence history and personal circumstances, so always confirm with the official nationality and residency checker on gov.uk or with Student Finance Services.

Settled Status vs Pre-Settled Status

Settled status means you have no time limit on staying in the UK. If you have it and have lived in the UK for the three years before your course starts, you are usually eligible for the same support as a UK student: a Tuition Fee Loan to cover fees and a Maintenance Loan for living costs.

Pre-settled status is the temporary version. In England, pre-settled status with three years' residence in the UK, the EEA, Switzerland or the overseas territories usually gets you a Tuition Fee Loan and home fee status. A Maintenance Loan normally needs you to meet stricter UK residency rules or to qualify as an EEA migrant worker.

If your status changes during your course, tell Student Finance. Moving from pre-settled to settled status counts as a change in circumstances, and you can ask to be reassessed. That can unlock maintenance support you were not entitled to before.

Rules differ slightly across the UK. In Wales, Scotland and Northern Ireland, pre-settled status with three years' residence is more likely to give access to maintenance support too. You apply to the nation where you normally live.

The Three-Year Residence Rule

Almost every route depends on where you lived in the three years before the first day of your course. Time spent in the UK only because you were studying often does not count as "ordinarily resident", and gaps abroad can cause problems. If your residence history is complicated, gather evidence early: tenancy agreements, school records, payslips and bank statements that show your address over time.

Irish Citizens

Irish citizens are in a special position because of the Common Travel Area between the UK and Ireland. You do not need to apply to the EU Settlement Scheme. If you have lived in the UK or Ireland for the three years before your course, you are usually eligible for home fee status and a Tuition Fee Loan, and if you meet the UK residence conditions you are usually eligible for maintenance support as well.

EEA Migrant Workers

If you are an EEA national with pre-settled status who is working in the UK and continues to work throughout your course, Student Finance England may treat you as a migrant worker. That can make you eligible for maintenance support as well as tuition support. Close family members of an EEA migrant worker may also qualify. The rules here are detailed, so speak to Student Finance Services or your university's money advice team before relying on it.

Students Who Started Before August 2021

If you started your course on or before 31 July 2021 and were assessed as eligible under the rules at the time, you stay on those rules for the rest of that course. Starting a new or separate follow-on course usually moves you onto the current rules, so check before you change.

How Much You Can Get

For 2026/27, the maximum Tuition Fee Loan for a full-time undergraduate course in England is £9,790 a year, paid straight to your university. The Maintenance Loan is means-tested on household income and depends on where you live while studying, with a higher rate for London. How to Apply

  1. Check your status. Confirm whether you have settled or pre-settled status, and your share code if asked.
  2. Use the eligibility checker. Run the official nationality and residency checker on gov.uk.
  3. Apply to the right body. Apply to the student finance organisation for the UK nation where you normally live.
  4. Send evidence promptly. Missing residence or status evidence is the main cause of delay.
  5. Tell Student Finance if your status changes. You may be reassessed for more support.

If You Are Not Eligible

Without EU Settlement Scheme status, you will usually pay international fees and fund your own living costs.
